- Qualify them. A list tells you who exists, not who needs you. An audit of a prospect's site turns "this business" into "this business has these problems", which is what makes an email worth reading.
- Reach them. Sending a few hundred personalised emails a week, with follow-ups, and staying out of spam folders takes a tool built for it.
Two things blur the search results for this topic. Some audit tools, such as SE Ranking and SEOptimer, also offer a widget you embed on your own site to capture inbound leads. That is a fourth job, and I flag it where it applies. And large sales-intelligence platforms are built for B2B sales in general, so check that their data covers your target niche before you pay.
One rule holds across all three groups: a weak list can't be rescued by a good sending tool. Start with the list.

This group answers "who should I write to?". A general contact database gives you reach across any niche. A niche list gives you depth in one.
Apollo
Apollo is a large B2B database with built-in outreach. It says it holds 240M+ contacts and 30M+ accounts, and it adds a Chrome extension and email sequences, so you can find people and email them from one place. You can sign up free with no credit card. It suits agencies that sell to many kinds of business. The trade-off is breadth: check that small merchants in your niche are actually covered before you build a plan around it.
Hunter
Hunter is for the step after you have a list of websites: it finds and verifies the email addresses behind them. Its pricing page lists a free plan with 50 credits a month, then Starter at $49 a month billed monthly ($34 billed annually) with 2,000 credits, and Growth at $149 a month with 10,000. Credits are spent on domain searches, email finding and email verification. It won't tell you which sites need SEO work, so pair it with an audit tool.
ShopScoutr
Full disclosure: ShopScoutr is our product, so weigh this entry accordingly. It is a CSV of 10,000+ Shopify stores, built for agencies that sell SEO or ad services to ecommerce merchants. The limits matter as much as the features. It covers Shopify only. Traffic and paid share are modelled estimates, meant for ranking and filtering, not for quoting in a proposal. The emails are the public business addresses stores publish, and ShopScoutr's FAQ says to run the email column through a verifier such as Apollo or Clearbit if you need them verified. It is a poor fit if you sell to local service businesses such as dentists or plumbers.

This group answers "what's wrong with their site?". You paste in a prospect's URL and get a report you can quote or attach. That single specific finding is what separates your email from a generic pitch. Audit tools run per site, so use them on the shortlist, not the whole list.

SEOptimer audits a website and produces white-label PDF reports with your own branding. Its pricing page shows the White Label plan at $39 a month with 10 crawls a month, and White Label & Embedding at $59 a month with 50 crawls, an embeddable audit form for capturing leads, and Zapier and webhook integrations. Annual billing takes 25% off. The crawl limits mean it fits a shortlist of a few dozen prospects a month, not thousands.
SE Ranking's lead generator
SE Ranking's Lead Generator is an inbound tool. You embed a widget on your own site, and visitors get an on-page SEO audit report in exchange for their email. It supports white-labelling and offers a two-week free trial. It won't help you write to prospects who haven't found you, but it works well next to an outbound method. I couldn't retrieve current plan prices, so check them on SE Ranking's site.
Insites
Insites audits local businesses and produces a sales-ready report with a single score. It covers SEO, local SEO and visibility in AI tools such as ChatGPT and Gemini, can audit prospects in batches, and connects to CRMs such as HubSpot and Salesforce. It has an embeddable lead widget too. Pricing is volume-based and quoted on request. It is built around local businesses, so it fits agencies selling local SEO better than agencies selling to online stores.
Outreach tools: how to reach them at scale
This group answers "how do I send this without landing in spam?". All three tools below handle sequences and follow-ups, and they differ mainly in how they price and what else they bundle.
Woodpecker
Woodpecker prices by usage: its pricing page lists $7.00 per 100 contacted prospects, with unlimited team members and email accounts, free warm-up and free catch-all email verification included. It is one of the few tools here with an agency angle built in: an Agency Panel add-on at $27 a month per active client, and a 14-day free trial with no credit card. It suits agencies that run outreach for clients as well as for themselves.
lemlist
lemlist focuses on personalisation and multichannel sequences across email, LinkedIn, calls, WhatsApp and SMS. Its pricing page shows an Email plan at $69 per user a month ($55 billed annually) and a Multichannel plan at $109 ($87 annually). Every plan includes its own lead database and a deliverability hub. It's aimed at sales teams generally, so agencies pay for some features they may not use.
Instantly
Instantly targets agencies and freelancers and bundles a lead database with sending. Its pricing page shows bundle plans from $85 a month billed annually ($94 monthly) with 5,000 emails a month and access to its B2B lead database, and standalone outreach plans from $47 a month. All plans include unlimited email accounts and warm-up. Unlimited email accounts suit an agency that runs many mailboxes.
A note on compliance
A sending tool doesn't carry your legal risk. The FTC's CAN-SPAM guide says that even if you hire another company to handle your email, "you can't contract away your legal responsibility to comply with the law." A workflow that chains the tools
The tools work best as a pipeline where each step shrinks the list and sharpens the message. Here is the sequence, using ecommerce stores as the example niche.
- Build the list. Start from a niche list such as the ShopScoutr sample, or from Apollo if you sell outside ecommerce.
- Screen by data. Filter on the columns you already have: ads running, real traffic and a weak SEO score. Cut a list of thousands to 50 or 100 stores.
